He <br /> explained that in Currin's plan before the County, he is <br />T~ requesting a package treatment plant in which treated sewage <br />'D would be irrigated onto the property. Under the City, he would <br />[] have to build sewer lines and connect them to the City's sewage <br />~ system. <br /> <br /> Mr. Merton Murray, Engineer representing Mr. Currin, stated <br /> that he would be ready to answer any questions anyone may have <br /> regarding the development. <br /> <br /> Ms. Phyllis Couper, 6525 Alisal Street, expressed her concern <br /> that there would be no access to the park area except off Foothill <br /> Road at Sunol, which would be too far south for the public. <br /> <br /> Mr. Mercer stated that the Council had asked the District <br /> about that when the District bought the property. The District <br /> explained that it would eventually work that out when it starts to <br /> develop the park area. <br /> <br /> Mr. Butler commented that Golden Eagle Farms was required to <br /> have a point of access t~ the park as part of its development <br /> plan. <br /> <br /> Mr. Dick Howard, 7750 Country Lane, referring to streets and <br /> traffic, inquired what the road plans for the 65 homes were. <br /> <br /> Mr. Mercer replied that if Currin builds under the City's <br /> standards, Foothill Road would be widened since he would be <br /> developing nine units on that part of the road. He would also put <br /> in the sewer lines. <br /> <br /> Mr. John Despotakis, 7756 Country Lane, raised the question <br /> of the repercussion of the annexation on those outside the <br /> annexation area. He indicated that he had a septic tank on a one- <br /> acre parcel and asked if there were a City ordinance that would <br /> affect that. <br /> <br /> Mr. Mercer explained that if his property is annexed, he <br /> could keep his septic tank. However, if he is not annexed and his <br /> septic tank fails and he had no other site on his property for <br /> this, his property would probably not be annexed individually; nor <br /> would he be able to connect to the City's sewer system. It is the <br /> City's policy that anybody outside the City limit cannot connect <br /> to the City's sewer system because the City's taxpayers have paid <br /> for the sewage capacity; consequently, the City would not want to <br /> give that to someone outside who does not pay City taxes. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> -14 - <br /> 9-5-89 <br /> <br /> <br />
