313 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Mohr <br />NOES: Councilmembers Tarver and Mayor Mercer <br />ABSENT: Councilmember Brandes <br />ABSTAIN: None <br /> <br /> The tie vote resulted from problems regarding Recommendation <br />No. 4, which was then discussed by the Councilmembers. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, that <br />Resolution No. 89-387 be adopted, a resolution of intention to <br />approve the Stoneridge Drive Specific Plan for a 293-acre site <br />located south of 1-580, west of E1 Charro Road, north of Trenery <br />Drive, and east of the Gatewood Apartments, deleting therefrom <br />Recommendation No. 4, subject to the staff recommendations, as <br />modified by Mr. Butler, and that the Specific Plan, as revised, be <br />returned along with appropriate CEQA findings, for Council <br />action. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Tarver and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSTAIN: Councilmember Brandes <br />ABSENT: None <br /> <br />Mr. Mercer thanked all the citizens for the efforts they had <br />put into the Specific Plan recommendations. <br /> <br />Item 6b <br />Resolution Makinq Application to LAFCO for Annexation No. 130 <br />(351.6 acres) Located West of Foothill Road (250.6 acres East Bay <br />Reqional Park, 101 acres CurTin Construction Company) <br /> <br /> Mr. Elliott presented his report (SR 89:392) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Tim Voss, 7685 Foothill Road, inquired what the purpose <br />is for annexing 300 acres of park land. <br /> <br /> Mr. Mercer explained that the City was concerned not so much <br />with the park land as with the Currin property, on which 65 units <br />are proposed to be constructed in the County. The City would like <br />to have the project brought within the City limits so it can <br />develop under City standards. Mr. Currin agreed to have the <br />property annexed to the City. To annex, it is necessary to have <br />at least one piece of property at least 300 feet in width that <br />would connect the City property with the property to be annexed. <br />That piece of property is the East Bay Regional Park District <br /> (EBRPD) property, part of which would need to be annexed to give <br /> the City access to the Currin property. <br /> <br /> -13 - <br /> 9-5-89 <br /> <br /> <br />
