291 <br /> <br /> Mr. Mercer concurred with Mr. Tarver's statement. He <br />mentioned that it would be easier to make it an emergency access <br />now and make it a full service road later if it were warranted or <br />if the neighbors wanted it. He supported making Martin Avenue <br />an emergency only access, building four lanes on Stoneridge Drive <br />and setting aside the rest of the area for a park, berms and <br />easements to provide options for a future council. <br /> <br /> Mr. Tarver indicated that he did not want to close the <br />possibility of affordable housing in a medium density zoning. <br /> <br /> Mr. Butler stated that he would support medium density <br />zoning. He explained that the residents initially wanted a two- <br />lane road with single family housing; they have agreed to having <br />four lanes and medium density. High density would have a <br />significant impact on the neighborhood. <br /> <br /> With regard to the connection between Staples Ranch and West <br />Las Positas, Ms. Mohr inquired what projection the staff had for <br />park use and the time expectation for its development. <br /> <br /> Mr. Lee replied that the park is designed not just for the <br />immediate neighborhood but for the entire community. Its <br />development would depend on the financing that can be worked out <br />with the landowners, presumably when the road is completed. <br /> <br /> Ms. Mohr asked how much street improvement would be necessary <br />for this emergency access to have the capacity to be a full <br />service road, should the neighbors decide they want that to get to <br />the park. <br /> <br /> Mr. Lee answered that if a right-of-way allotment was made, a <br />gate or fence could be put up which could eventually be removed. <br /> <br /> Mr. Mercer commented that this would be another circuitous <br />route through West Las Positas. Traffic problems would start when <br />cars turn off from an eight-lane 1-580 freeway to four lanes on E1 <br />Charro Road. He suggested leaving it as an emergency access road <br />like Martin Avenue, that could always be opened in time. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />staff recommendation numbers 1 to 18 be approved with the <br />following changes: Martin Avenue would be used as an emergency <br />access only; Recommendation No. 3 - include redesignating 17.5 <br />acres of the Chu property to medium density residential; <br />Recommendation No. 18 - delete any reference to any specific <br />amount of money and include working out an equitable agreement <br />with the property owners and the County to finance the necessary <br />improvements; Recommendation No. 6 - change the wording to say <br />"...no connection to E1 Charro Road until improvements are <br />completed."; Recommendation No. 5 - include noise mitigation for <br />for houses where the roadway design cannot accommodate normal <br />noise standards. <br /> <br /> -12- <br /> 9-5-89 <br /> <br /> <br />
