293 <br /> <br /> Mr. Tarver asked how the City could get Livermore or Hacienda <br />Business Park to participate in road improvements. <br /> <br /> Mr. Mercer replied that it would be difficult since there <br />would be no way to assess the people coming in from out of town. <br />A four-lane freeway overcrossing Santa Rita Road would service <br />only Pleasanton's needs. However, if six lanes were built, <br />Dublin's needs would be serviced as well, and the owners of the <br />properties attached to Dublin Blvd. should pay for their side <br />while Pleasanton pays for the Stoneridge side. <br /> <br /> Mr. Butler inquired if future property owners would lose any <br />of their rights with regard to the airport noise and if their real <br />estate escrows informed them of the conditions surrounding their <br />properties. <br /> <br /> Mr. Lee answered that the staff is not recommending an <br />avigation easement for the east side of E1 Charro Road. He added <br />that real estate disclosure notices are basically information <br />items. <br /> <br /> Mr. Tarver asked if it would be possible to have some amount <br />of affordable housing with medium density residential zoning. <br /> <br /> Mr. Lee said it would be possible if the City really wanted <br />it, depending of how much is paid for the land, improvement costs, <br />and some other aspects of development. <br /> <br /> Mr. Mercer commented that to date, 735 affordable housing <br />units have been constructed in the City. He stated that he did <br />not want to consider any avigation easements and proposed that for <br />houses within 100 feet of the bridge, a condition be attached to <br />the project's approval that these have double glass windows to <br />control noise. <br /> <br /> Mr. Tarver suggested that this condition be applied to any <br />development, regardless of location, as long as noise needs to be <br />mitigated. <br /> <br /> Mr. Butler indicated that he supported the park alignment and <br />the berm. He commented that he felt the City would not be doing a <br />responsible job if planning for arterial streets were not <br />continued. He stated that this is provided for in the General <br />Plan and would ultimately be needed. He added that it would be a <br />mistake to cut off sections of the town from one another by <br />providing only emergency access for certain streets like Martin <br />Avenue. <br /> <br /> Mr. Tarver stated that the City should develop the area the <br />way the citizens wanted it. He said that Martin Avenue is meant <br />to service the Chu property, and since the residents want it to be <br />only an emergency access, it ought to remain so until they decide <br />otherwise. <br /> <br /> -11- <br /> 9-5-89 <br /> <br /> <br />
