183 <br /> <br /> Mr. Tarver commented that he understood the Heinz's concern <br /> about the Ruby Hills development. However, he would like to wait <br /> until the County rules on Ruby Hills and some other issues <br /> including the Water Quality Control Board and the street plans, <br /> before considering the annexation. <br /> <br /> Mr. Butler indicated that he agreed with Mr. Brandes about <br />not annexing the property at this time. He suggested that staff <br />conduct some discussions with the other property owners in the <br />area to find out what the neighbors' wishes are. This would be <br />important to know if the City will consider annexing the <br />properties there and while the County is looking into the Ruby <br />Hills proposal. He clarified that this does not mean that the <br />City is making a commitment to pursue the annexation. <br /> <br /> Mr. Mercer stated that he would like to annex all the <br />properties up to and including Ruby Hills so the City can have <br />control over the area. He agreed with Mr. Butler's suggestion to <br />contact all the property owners in the area to find out if they <br />are interested in an annexation under conditions that might be <br />acceptable to them and to the City. This would give the City an <br />indication of what the property owners want. <br /> <br /> Mr. Brandes indicated that he could support that proposal. <br /> Mr. Mercer requested staff to proceed, as discussed. <br /> <br />Item 12c <br />Shahbazian, Ghorbani Request for Growth Manaqement Plan Approval <br />-- from Apartments to Condominium~, 4262-4264 First Street/ <br />194 Kottinqer Drive <br /> <br /> Mr. Swift presented his report (SR 90:143) regarding the <br />matter. <br /> <br /> Mr. Max Shahbazian, applicant, stated that the property <br />presently consists of two old houses and a shack which, according <br />to the former owners, are in violation of numerous City codes. <br />He explained that the original project proposed for the property <br />was to construct ten apartment units, which he would like to <br />convert into ten condominium units. He pointed out that apartment <br />units would not blend with the neighborhood, which consists of <br />single-family homes. He requested that the existing growth <br />management approval for the apartment units be transferred to the <br />ten condominium units. <br /> <br /> Mr. Mercer inquired how big the condominiums would be and how <br />many bedrooms each unit would have. <br /> <br /> Mr. Shahbazian replied that they would be about 1,200 sq. ft. <br />each.
