184 <br /> <br /> Mr. Massoud Nazeri, 101 Ygnacio Valley Road in Walnut Creek - <br /> stated that the condominiums will be two- and three-bedroom units <br /> and would average 1,200 to 1,300 sq. ft. Nine out of the ten <br /> units will have garages under the unit. There will also be some <br /> street improvements done as well as a bus stop on First Street. <br /> He requested that the transfer be approved so the units can be <br /> built this year. <br /> <br /> Mr. Butler stated that he did not have any problem with <br /> re-approving the project for the same number of growth management <br /> units. He added, however, that it is important to follow the <br /> procedures staff suggested that the new plans go through the <br /> Design Review Board (DRB) before Council considers the request. <br /> <br /> Mr. Brandes pointed out that procedure is very important and <br /> that transferring growth management to another project that has <br /> not been approved is rare. Additionally, this growth management <br /> approval will not lapse in this time period. He expressed his <br /> support for the staff's recommendation. <br /> <br /> Mr. Mercer stated that the City tries to hold as many public <br /> hearings as possible so all those affected get to participate in <br /> the process and understand what the project will look like and its <br /> impact on the neighborhood. Approving the transfer without these <br /> public hearings would be contrary to what Council has been doing <br /> over the years of involving the citizens in process. Having the <br /> project go through the DRB and the Planning Commission process <br /> would allow the public the opportunity to see the project. The <br /> Council has made a commitment that the issue is not the ten <br /> apartments or the ten condominium units but the opportunity for <br /> the Council and the neighbors to see the project. He asked Mr. <br /> Shahbazian to go through the process, after which Council will <br /> consider the application. <br /> <br /> 13.
