He stated that he has requested staff to <br /> prepare a report in response to these comments, specifying the <br /> City's tasks and indicating whether or not there were some <br /> problems that needed to be addressed. <br /> <br /> 9. CITY COUNCIL COMMITTEE REPORTS <br /> Item 9a <br /> Request from Tri-Valley Wastewater Authority to Proceed with a <br /> Supplemental Environmental Impact Report to Consider an East Bay <br /> Discharge Authority Alternative for Sewage Capacity Expansion <br /> <br /> Ms. Acosta presented her report (SR 90:144) regarding the <br /> matter. <br /> <br /> Mr. Butler stated that over a year ago, Council approved a <br /> Tri-Valley Wastewater Authority (TWA) action to initiate an <br /> Environmental Impact Report (EIR) on the sewer export pipeline. <br /> The study was challenged in court and found to be inadequate in <br /> one specific item. This inadequacy is being corrected by TWA, but <br /> only in the area which is common to all the different routing <br /> alternatives. Another alternative, the East Bay Dischargers <br /> Authority (EBDA), was not discussed in full detail in the initial <br /> EIR.
