177

Mr. Mercer pointed out that this matter is not part of the
Agenda item and asked the Council if it wanted to accept Canyon
Meadows Project's $100,000 contribution to the Affordable Housing
Fund and the $5,000 credit on 20 units for the Canyon Meadows
Project.

It was moved by Mr. Tarver, and seconded by Ms. Mohr, to
accept the Canyon Meadows Project developer's offer to contribute
$100,000 to the Affordable Housing Fund and to give County, City
and School District employees a $5,000 credit on 20 units in the
Project.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 8e
City of Pleasanton 100th Birthday Anniversary

Mr. Mercer stated that on June 18, 1994, the City will be 100
years old and that he has requested Mr. Brad Hirst, who took
charge of the City's 75th anniversary celebration, to chair the
Centennial Committee on behalf of the City. He requested Council
to consider appropriating some funds for the celebration during
budget time for the next four years.

Department of Enerqy's Proposal for Restricted Airspace

Mr. Butler expressed concern about the Department of Energy's
proposal for restricted airspace over the Livermore Airport. He
pointed out two important factors to consider: (1) The prevailing
weather conditions are such that almost all traffic takes off and
lands to the west. As a result, the traffic that easternmost
residents get is on take-off, and the aircraft would have climbed
quite a bit before it goes over North Pleasanton. (2) The airport
has only one instrument landing system, which goes directly
through the proposed restricted air space. This means that all
bad weather approaches would have to come from the west to the
east. Restricted airspace would have a negative impact on the
residents in the area under almost all conditions. He recommended
that Council oppose the restriction and request staff to prepare a
resolution to that effect for the next Council meeting. He added
that the City of Livermore has already expressed its opposition
and that although the Federal Aviation Administration (FAA) has
not taken any position on the matter, it is doubtful that it would
support the issue.

Mr. Mercer stated that he supports Mr. Butler, since the
safety of the North Pleasanton residents far outweighs any jF
economic impact the airport can bring in. He added that it was/
his opinion that the Livermore airport should be closed. ~

- 13 -
4-3-90
