135 <br /> <br />Status of Railroad Street/Spring Street/Division Street Protect <br /> <br /> Mr. Butler inquired about the status of the Railroad Street/ <br />Spring Street/Division Street reconstruction. <br /> <br /> Mr. Elliott replied that staff is wrapping up the project <br />plans and that it will be advertised in two weeks. Construction <br />should begin shortly thereafter. <br /> <br />Discussion on City Hall <br /> <br /> Mr. Tarver inquired if the CIP budget includes any discussion <br />on City Hall. <br /> <br /> Ms. Acosta replied that the CIP budget does not include <br />funding for City Hall but that there were some comments made about <br />it. She indicated that she will be sending the Councilmembers a <br />memorandum on this matter. <br /> <br />Housing Element and Fee Changes <br /> <br /> Mr. Tarver inquired when the housing element and changes in <br />fees would be finalized and if the Affordable Housing fee could be <br />considered separately from this since projects are continually <br />being approved. <br /> <br /> Mr. Swift replied that this needs to be sent to the State and <br />should be ready by the end of April. The Affordable Housing <br />Committee will meet during the early part of April to incorporate <br />whatever changes it has made on the draft documents. The Planning <br />Commission has held hearings on the housing element as well, and <br />the results of these hearings will likewise be incorporated in the <br />report to the State. The final document will go to Council after <br />it has been formally reviewed by the Planning Commission. <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br /> <br /> There were no City Council Committee reports presented at <br />this meeting. <br /> <br />10.
