133 <br /> <br /> Mr. Swift stated that Council initiated the change to <br />prohibit fast food restaurant use in the Pleasant Village Center <br />and requested the Planning Commission to make its recommendation <br />to the City Council regarding the matter. The applicant's <br />proposal to put in a sit-down restaurant can be done, whether this <br />change takes place or not. <br /> <br />8. MATTERS INITIATED BY COUNCILMEMBERS <br />Item 8a <br />AmenOment to the Joint Powers Agreement with the Cities and <br />Special Districts in the County for Waste Management <br /> <br /> Ms. Acosta presented her report (SR 90:126) regarding the <br />matter. <br /> <br /> Mr. Mercer explained that the Joint Powers Agreement (JPA) is <br />being amended to meet the requirements of a new legislation, <br />Assembly Bill 939, which determines the new laws and plans for the <br />control of hazardous and regular waste by the Alameda County Waste <br />Management Authority. He indicated that all the cities in the <br />County will be endorsing the JPA changes. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 90-71 be adopted, approving the amendment to the <br />Joint Powers Agreement for Waste Management among the cities and <br />special districts in the County. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Item 8b <br />Board of Supervisors Initiative Petition to Place on the November <br />Ballot a 5 Cent Tax Increase on Alcoholic Beverages <br /> <br /> Ms. Acosta presented her report (SR 90:123) regarding the <br />matter. <br /> <br /> Mr. Tarver indicated that he would support this initiative <br />petition. <br /> <br /> Mr. Brandes commented that it would not be appropriate for <br />Council to take any action on a matter like this. <br /> <br /> Mr. Butler stated that regardless of whether or not Council <br />action is appropriate, the Board of Supervisors does not need the <br />Council's comments to put something on the ballot. <br /> <br /> - 25 - <br /> 3-20-90 <br /> <br /> <br />
