130 <br /> <br /> Mr. Elliott stated that the existing bridge can remain and <br /> the alignment it is currently on would probably work. The new <br /> bridge, however, would have a slightly different alignment. <br /> <br /> Mr. Swift explained that the old bridge would be used as a <br /> single west-bound lane, and a portion of the bridge would be used <br /> as a bike lane and pedestrian crossing. The new bridge would have <br /> two lanes: one east-bound lane and one turn-lane going into the <br /> project. This can hold until the traffic on Bernal Avenue reaches <br /> a point where four traffic lanes will be needed, which is not <br /> anticipated for many years. At that point, a decision would have <br /> to be made regarding the old bridge. <br /> <br /> Ms. Mohr asked Mr. Elliott if his statement that the bridge <br /> "would probably work" meant that he had reservations that <br /> something else would work better. <br /> <br /> Mr. Elliott explained that originally, he felt that <br /> ultimately the existing bridge would be replaced. Staff looked <br /> into how the community felt about the bridge, and the response was <br /> overwhelming that the existing bridge should remain. Staff <br /> consequently looked at what alignment would work out. He <br /> indicated that the bridge would work as explained by Mr. Swift: <br /> one west-bound lane on the existing bridge with a facility for <br /> pedestrians and bicycles and a new bridge with an alignment toward <br /> the southeast. <br /> <br /> Mr. Brandes inquired what kind of lighting the project would <br /> have. <br /> <br /> Mr. Silva replied that the box-like fixture similar to those <br /> on Hopyard Road and Hacienda Business Park has been proposed for <br /> the lighting within the project. The frequency and type of <br /> lighting on the streets have not been decided on. He stated that <br /> they were waiting to see the kind of lighting the Golden Eagle <br /> Farm development would utilize, but that they would make sure that <br /> the amount of illumination on the pavement meets proper safety <br /> conditions. <br /> <br /> Ms. Cynthia Ostle, 3832 Foothill Road, whose house is next to <br /> the northwest corner of the project, stated that from the onset of <br /> the project, she had hoped that her driveway would go onto the old <br /> portion of Foothill Road. She mentioned that it takes her about <br /> five minutes to get out of her driveway, and the proposed <br /> development would bring in more traffic, making it even more <br /> difficult for her to get out. <br /> <br /> Mr. Swift indicated that staff looked at this matter the best <br /> way possible with the available scale of maps and felt that having <br /> Ms. Ostle's driveway on the new road would provide better sight <br /> distance and more room to maneuver.
