129 <br /> <br /> Council took a break at 10:02 p.m. and reconvened at <br />10:08 p.m. <br /> <br />Item 6e <br />PUD-89-5-1D, DeSilva Group, Application for PUD Development Plan <br />Approval to Construct a 251 Unit Single-Family Residential Pro~ect <br />and Related Improvements on an Approximately 136 Acre Site Located <br />at the Northeast Corner of the Intersection of Bernal Avenue and <br />Foothill Road <br /> <br /> Mr. Swift presented his report (SR 90:111) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Bob Silva, Vice President of the DeSilva Group and <br />Managing Partner of the Laguna Oaks Project, thanked Mr. Elliott, <br />Ms. Bengtson and City staff for their assistance and indicated <br />that he concurred with the conditions of approval presented in the <br />staff report. He stated that the School District, at its <br />February 27th meeting, ratified the ongoing funding for $1,148,000 <br />to build four classrooms and a multipurpose room, all to be <br />designed, built and approved within a year. He added that the <br />neighborhood park adjacent to Foothill Knolls Drive will go to <br />public hearing on April 5th. He indicated that they have worked <br />closely with the Foothill Homeowners Association, City staff and <br />other agencies involved to get the development plan finalized and <br />that the tentative map is scheduled to come before the Planning <br />Commission on March 28th. Grading is anticipated to start in <br />mid-May and street improvements in July. All on- and off-site <br />improvements are planned to be completed in one continuous phase, <br />and occupancy is anticipated to take place by the first quarter of <br />1991. He then offered to answer questions regarding the project. <br /> <br /> Mr. Brandes stated that because this is a major piece of <br />property, it would have a greater effect than any other project. <br />He expressed concern that Foothill Road has been straightened out <br />too much, giving the area a less rural appearance and creating a <br />speedway which could cause more accidents. The road, which has <br />been widened too much, as well as a second bridge, provides easy <br />access for those trying to avoid traffic on 1-680. <br /> <br /> Mr. Mercer mentioned that he has discussed the issue of a <br />second bridge with the Acting Fire Chief. He explained that if a <br />vehicle were on the bridge, the fire truck would not be able to <br />get across because of its size. Another bridge would allow better <br />access for public safety vehicles. <br /> <br /> Mr. Tarver stated that he would like to keep the old bridge <br />and inquired if there were some way to make the ultimate alignment <br />with that bridge.
