128 <br /> <br /> Ms. Mohr commented that since the Affordable Housing <br /> Committee has been working hard to get a low-income housing <br /> project going, it would be advisable not to transfer the low- <br /> income fees, particularly the $100,000, but to use these funds on <br /> City projects where its potential can be maximized. <br /> <br /> Mr. Brandes stated that a final selling price should be <br /> established for the affordable units, and should something happen, <br /> money could be taken out of the affordable housing fund to make up <br /> the difference. <br /> <br /> Mr. Butler commented that it would be difficult to put a cap <br /> on the selling price because projecting two to three years into <br /> the future would involve too many unknown factors, the dollar <br /> values of which would be hard to determine and would create <br /> problems for the system. What is important is to approve the <br /> process and types of accommodations the City and County are <br /> making. <br /> <br /> Mr. Brandes suggested that a maximum ceiling price be set for <br /> these units. <br /> <br /> Mr. Swift stated that one of the conditions indicates that <br /> the units will be sold to moderate-income households, and based on <br /> studies, this would come up to a maximum of about $150,000 per <br /> unit. <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br /> Ordinance No. 1457 be introduced, to be read by title only and <br /> waiving further reading thereof, approving PUD-90-01, the <br /> application of Alameda County to prezone to the PUD (Planned Unit <br /> Development) - Medium Density Residential District an <br /> approximately 25 acre site located south of 1-580, east of the <br /> existing development along Ballantyne Drive and Stacey Way, and <br /> north of the existing development along Park Place, and to approve <br /> a development plan for the site consisting of 126 single-family <br /> detached lots, 26 paired single-family lots, and a 2.7 acre park <br /> addition to Meadows Park, subject to the condition that the <br /> developers will meet with the School District to mitigate the <br /> impacts of the development on schools, prior to the issuance of <br /> building permits for the market rate units. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Brandes requested that a letter be sent to the County <br /> Board of Supervisors recommending that proceeds from the <br /> development be used for E1 Charro Road and other projects in the <br /> Valley and that a meeting with Supervisor Ed Campbell be set to <br /> discuss the matter. <br /> <br /> - 20 - <br /> 3-20-90 <br /> <br /> <br />
