127

Mr. Tony Rakocija, 3233 Monmouth Court, President of
Pleasanton Meadows Homeowners Association, indicated that he
supports this development, especially the availability of
affordable housing, and that he would like to see more of it in
the Staple Ranch area.

Mr. Chris Haynam, 3035 Ferndale Court, a member of the
SDSP Committee, stated that he was pleased with the manner in
which affordable housing was being handled without relying solely
on high density. He commented that the proposal did not include
an earlier request made by the Committee that the 2.7 acre
extension to Meadows Park be developed with the housing the area.

Mr. Martinelli explained that this was part of the project
requirements.

Mr. Robert Cordtz, 262 West Angela, indicated that he
supported the project. He expressed concern that the proceeds of
the development might be utilized by the City of Oakland and the
County Board of Supervisors for the Raiders. He suggested that
the money be used for E1 Charro Road or other projects within
Pleasanton's sphere of influence.

Ms. Schneider requested that the same condition for schools
that were put in place for the two preceding projects discussed
earlier be included in the conditions of approval for this
project.

Mr. Mercer stated that it would be fair to put this condition
only on the market rate units but not on the affordable units.

Mr. Brandes commented that the condition should be on all the
units, because the children, whether coming from affordable
housing units or market units, would have the same impact on the
school situation.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Mr. Mercer stated that he would like to see the school
condition applied only to the market rate units and not to the
affordable housing units. He requested staff to bring back a
report on whether Pleasanton residents as well as City and School
District employees can have a priority on these affordable units
with a fall-back position to open it to the public if the market
is not broad enough.

Mr. Brandes agreed that the affordable units be made
available to City employees first. He recommended, however, that
the City take the necessary steps to ensure that the selection
process is fair. He also suggested that a request be sent to the
Board of Supervisors that the proceeds from the development be
directed towards the engineering and development of E1 Charro
Road and other projects in the Valley.

- 19 -
3-20-90
