121 <br /> <br /> Mr. Mercer asked Mr. Swanson wh'at type of trees would be <br />planted and how close together they would be. <br /> <br /> Mr. Swanson replied that the development will have different <br />kinds of trees including redwood and umbrella-type trees. There <br />will be one tree for every 250 sq. ft., and 50% of the non-redwood <br />trees will be placed in as specimen box trees. Vines will also be <br />planted along the fence on the Arroyo Mocho to screen the <br />development. <br /> <br /> Ms. Mohr inquired if the trees would be planted in a single <br />row and if the mature height of the species other than the <br />redwoods would reach street tree height. <br /> <br /> Mr. Swanson explained that the trees would be grouped in <br />clusters and would roll back with the building and cover the <br />height of the entire building. Canopy trees will be interspersed <br />with decorative flowering trees which would grow to about 15 or 20 <br />feet. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Tarver indicated that he could not support the negative <br />declaration due to concerns regarding the traffic counts and <br />school overcrowding. He stated that the whole area should be <br />studied because of the mixed land use in the entire General Plan <br />area. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Butler, that <br />Resolution No. 90-69 be adopted, based on a review of an initial <br />environmental impact study done for this project and on a finding <br />that no significant environmental impact would occur as outlined <br />in the City's guidelines and on a further finding that a negative <br />declaration is appropriate in connection with GP-90-01, <br />PUD-81-30-23M, and PUD-81-30-50D, the application of The <br />Prudential Insurance Company of America to change the General Plan <br />Land Use Element on Lot 24A of the Hacienda Business Park, an <br />approximately 12.4 acre site bounded by Stoneridge Drive, the <br />Arroyo Mocho Canal, Tassajara Creek, and West Las Positas <br />Boulevard from Business Parks (Industrial/Commercial and Offices) <br />to High Density Residential (8+ dwelling units per gross acre); to <br />rezone Lot 24A from the PUD-I/C-O District to the PUD-HDR District <br />and to retain the present maximum Commercial/Office/Industrial <br />floor area in the balance of the Business Park; and to approve the <br />site-specific development plan on Lot 24A for 153 townhouse units <br />and associated parking, driveway, and landscape improvements. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> - 13 - <br /> 3-20-90 <br /> <br /> <br />
