120 <br /> <br /> Mr. Brandes asked what the staff's position is regarding Mr. <br /> Swanson's proposal for Condition 5j. <br /> <br /> Mr. Swift replied that staff agreed to run a model with the <br /> updated January 1990 traffic counts and the Hacienda Drive/I-580 <br /> Interchange, and if that interchange solves the traffic problems <br /> at the Hopyard Road/Owens. Drive and the Santa Rita Road/I-580 <br /> Interchange Off-Ramp intersections, then the building permits can <br /> be issued once the Hacienda Drive/I-580 Interchange becomes <br /> operational. <br /> <br /> Mr. Brandes asked Mr. Swanson if that was acceptable to him. <br /> <br /> Mr. Swanson said yes. <br /> <br /> Mr. Mercer inquired if anything was done to resolve the DRB's <br /> concern regarding the solid wall across the three-story portion of <br /> the building. <br /> <br /> Mr. Swanson explained that since the streets are depressed by <br /> about four feet on the rear, the structure looks like a two-story <br /> building from street level. The back portion of the building has <br /> patios and balconies and there are parapets of different heights <br /> following the flat roof undulations on all four sides of the <br /> structure. He indicated that the roof line condition will come <br /> back to the DRB. <br /> <br /> Mr. Tarver asked Mr. Swanson if he would be willing to retain <br /> Condition 5h as it stands, should the City adopt an increase in <br /> affordable housing fees. <br /> <br /> Mr. Swanson replied that the condition indicates that the <br /> developer will pay $100,000 over and above all applicable fees. <br /> <br /> Mr. Robert Cordtz, 262 West Angela, member of the Affordable <br /> Housing Task Force and Co-Chairman of the Citizens' Committee on <br /> Affordable Housing, stated that he is in favor of the project as <br /> well as Condition 5h and Option 1 of the staff report. <br /> <br /> Mr. Larry McColm, 3254 Omega Circle, whose house backs up to <br /> the project, stated that the majority of the residents on his <br /> street whose homes back up to this project are in favor of the <br /> development. He requested that more trees than one for every 225 <br /> sq. ft. be planted on the southern property line along the canal <br /> to separate the project from the homes. <br /> <br /> Ms. Schneider requested that the condition put on the Bren <br /> Company project that the developer meet with the School District <br /> regarding school facilities for the children who will be living in <br /> the new homes be added to this project as well. <br /> <br /> - 12 - <br /> 3-20-90 <br /> <br /> <br />
