160 <br /> <br /> Mr. Elliott replied that in response to comments made by <br /> residents that the soundwall would create substantial noise or <br /> echoes on the other side of the street, staff talked with <br /> acoustical experts who advised that the soundwall would not echo <br /> any substantial sound across the street. He indicated that staff <br /> has completed the preliminar~ studies and is now ready to proceed <br /> with the design details of the project. <br /> <br /> Ms. Mohr asked staff what type of material the wall would be <br /> made of and if there is a landscape strip between the soundwall <br /> and the street. She stated that a rough soundwall surface as well <br /> as landscaping would muffle the sound and make it less likely to <br /> bounce off. She suggested that care be given that the surface and <br /> landscaping be aesthetically pleasing since the soundwall would be <br /> the view from the front window of those living across the street. <br /> <br /> Mr. Elliott replied that the material and landscaping have <br /> not been chosen and that staff is trying to put in as much <br /> landscaping as possible with the limited space available. He <br /> stated that the sound bouncing off the wall would be unmeasurable <br /> on any type of ceramic wall, even if it were a smooth hard <br /> surface. He said that staff will consider the aesthetic aspect of <br /> the soundwall and that the final design will be brought back to <br /> Council for review and approval. <br /> <br /> Mr. Mercer requested Mr. Ellloft to notify the neighbors <br /> across the street when the final design comes back to Council. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, to <br /> approve the Consultant Agreement with Wilsey & Ham for the design <br /> of the Bernal soundwall north of Kottinger, Project No. 895052. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarvet and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item4k - ADDrOYal Of the A~reement for_th__e Payment of Growth <br /> Manaaement Fees and for Fees Related ~9 Be Acquisition of tha <br /> Kolb Riaht-of-Wav - Canyon Meadowm <br /> <br /> Mr. Roush presented the report (SR 90:96) regarding the <br /> matter. <br /> <br /> Mr. Tarver inquired if staff had any information on the <br /> selling price of the units and what the plan for the sale of these <br /> units are in terms of "getting the project in a positive financial <br /> situation."
