159 <br /> <br />ItS! 4i - ADDrOYal Of the Cons~!tant ~areRsent with Wilsev & Ham <br />for ~he Desien of Bernal Soundwall North of Kottinaer. <br />Pr'oi~ct No. 895052 <br /> <br /> Mr. Elliott presented his report (SR 90:90) regarding the <br />matter. <br /> <br /> Mr. Jeff Antrim, 3613 Bernal Avenue, stated that he was not <br />opposed to the soundwalls but to the fact that no sound study was <br />done on his side of the street. He requested Council to consider <br />having this study done before approving the design agreement with <br />Wilsey & Ham and to look into the possibility of lowering the <br />speed limit on Bernal Avenue. <br /> <br /> Mr. Butler stated that at some point, Bernal Avenue would be <br />a major arterial road. He added that the largest source of noise <br />in the area is not speed but the fact that it is a steep hill. <br />Changing the speed limit will not change the sound. <br /> <br /> Mr. John McSharry, 3619 Bernal Avenue, commented that <br />changing the speed limit from 30 to 25 miles per hour would be <br />consistent with the way the road is presently configured. He <br />indicated that the speed limit prior to getting to Bernal Avenue <br />is 25 miles per hour and goes up to 30 miles per hour on Bernal <br />Avenue, and increasing the speed will definitely increase the <br />sound. He suggested that Council look into reducing the speed <br />limit. <br /> <br /> Mr. Mercer asked Mr. Ellloft how long it would take to make <br />a speed survey. <br /> <br /> Mr. Elliott replied that it would take two weeks. <br /> <br /> Ms. Traci Gonzales, 3643 Bernal Avenue, stated that the <br />soundwall would increase the sound on her side of the street. She <br />added that more consideration should be given to those living on <br />Bernal Avenue rather than those backing up to it, because the <br />former have to deal with the traffic and Wheels buses. She <br />indicated that she had seen police cars parked at the bottom of <br />the hill, but no citations were given. She said that the speed <br />limit should be lowered. <br /> <br /> Mr. Bill Eastman, Police Chief, indicated that 37 speeding <br />citations were written in the area the past week and that the <br />average speed is about 38 miles an hour. <br /> <br /> Mr, Butler asked Mr. Elliott if staff considered the <br />possibility of the soundwall increasing the noise on the other <br />side of the street. <br /> <br /> - 19 - <br /> 3-6-90 <br /> <br /> <br />
