155

Mr. Mercer replied that he, a member of the Alameda County
Board of Supervisors, and some County staff are in the ACTPC.
There will also be a 75-member Citizenst Advisory Committee with
three representatives from each community in Alameda County to
oversee the transportation plan for Alameda County.

It was moved by Mr. Brandes, and seconded by Mr. Mercer, to
support Assembly Bill No. 2933.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Mercer requested staff to write a letter to Assembly
Member Eastin indicating the City's support of the Bill and
request some information on the budget for the studies, the
interest money, and the inclusion of a sunset provision.

Castlewood Property Annexation Feasibility Study

Mr. Mercer stated that he received a letter from the Board of
Directors of the Castlewood Property Owners inquiring about the
possibility of City staff meeting with the Board to consider
putting together a feasibility study on annexing Castlewood to the
City of Pleasanton. The study would cover the advantages and
disadvantages of annexation to both Castlewood Homeowners and the
City, how much it would cost and how long it would take.

Mr. Brandes stated that the study would have to be extensive
enough to address some real problems relating to the water system,
sewer, streets, and fire protection, among other things and that
if Castlewood is interested in annexing, it should pay for the
study.

Mr. Butler commented that he sees no problem with City staff
meeting with the Board and that the potential advantage of
annexation is far more on Castlewood's side than the City's.

9. CITY COUNCIL COMMITTEE REPQRTS

There were no City Council Committee reports presented at
this meeting.

- 15 -
3 -6-90
