154 <br /> <br /> Mr. Mercer indicated that he was in favor of allocating <br /> $208,000 from the General Fund reserve to do the bike trails. He <br /> requested staff, however, to see if there were grant funds <br /> available that the City could apply for to replace whatever is <br /> taken from the General Fund. <br /> <br /> Mr. Butler stated that he would like to make sure that <br /> priority is put on the first two bike trails so they can be <br /> completed in time for the next school year. <br /> <br /> Mr. Brandes indicated that he was opposed to the project and <br /> added that the School District should participate in the <br /> construction of the bike trails. <br /> <br /> Mr. Mercer stated that the School District~s job is to build <br /> schools, but building streets, sidewalks and bike trails is the <br /> City~s job. He added that the City Manager is contacting the City <br /> of San Francisco Deputy Mayor to discuss the further development <br /> of the bike trail system off the road and inside the fence of the <br /> City and County of San Francisco property, even on a temporary <br /> basis. <br /> <br /> It was moved by Mr. Mercer, and seconded by Ms. Mohr, that <br /> Resolution No. 90-51 be adopted, approving the allocation of <br /> $208,000 from the General Fund reserve for the construction of <br /> four bicycle/pedestrian path projects. <br /> The roll call vote was as followS: <br /> AYES: Councilmembers Butler, Mohr, Tarvet and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Mercer thanked the staff for getting the Staff Report to <br /> the Council within a two-week period. <br /> <br /> Item 8d <br /> Assembly Bill 2933 - Fee for Transportation PlanniD-- <br /> <br /> Mr. Mercer explained that the Bill would generate about <br /> $950,000 annually. The money would be used by the Alameda County <br /> Transportation Plan Committee (ACTPC) for transportation studies. <br /> He indicated that he supports the bill but would like to know what <br /> fund the money would go into, and who would get the interest for <br /> it. <br /> <br /> Mr. Brandes stated that he was not opposed to the concept but <br /> that he was concerned about who the designated guardian of the <br /> money would be and if the City would have proper representation. <br /> If the money would be used only for planning, he wanted to know <br /> what the budget for the studies is and if the Bill had a sunset <br /> provision. <br /> <br /> - 14 - <br /> 3 -6-90 <br /> <br /> <br />
