86

determined that the reasonable approach is to pass on to lap
swimmers the operating cost of their program, rather than to
increase the cost of the family pass to subsidize the lap swimming
program.

Mr. Mercer requested Ms. Bengtson to clarify why a person who
wanted to do some recreational swimming and not lap swim could buy
a family pass at the same time that a lap swimmer would have to
pay more to lap swim.

Ms. Bengtson explained that during summer, the Center is open
for recreational swimming from 1:30 p.m. to 6:00 p.m., during
which time lap swimming is allowed. However, at 6:00 p.m., no
recreational swimming is allowed; the Center is open only to lap
swimmers until 7:30 p.m. Those who want to utilize the pool for
the lap swimming hours would have to pay the lap swimming fee.

Mr. Brandes inquired if the Park and Recreation Commission
has reviewed this specific point.

Ms. Bengtson replied that the Commission has seen the draft
program fees. This will be go back to the Commission on Thursday,
February 8th, after which it will go to Council.

Mr. Tarver inquired if all swimming fees were increased or if
only the lap swimming fee did.

Ms. Bengtson stated that each year, there is a modest
increase for some programs. But this year, the lap swimming
stands out because it was separated from the family pass.

Mr. Mercer requested Mr. Lowenthal to present his case at the
Park and Recreation Commission meeting on February 8th, and if he
is not satisfied with the results, he can attend the City Council
meeting when the item comes on the Agenda.

Ms. Cindy Lee, 6380 Stoneridge Mall Road, stated that there
is a long wait for traffic lights to change at the Stoneridge
Drive/I-680 Interchange. She inquired if something could be done
about that.

Mr. Mercer referred the question to Mr. Elliott.

Mr. Elliott replied that the traffic lights at the Stoneridge
Drive/I-680 Interchange are timed to coordinate with all the
traffic moving in the Stoneridge Drive area. There may be
extended waits for those people coming from the off-ramps;
however, there should be a limit to the waiting time. He stated
that he would look further into the matter and requested Ms. Lee
to contact him.

Mr. Mercer stated that the same problem exists at the
intersection of Johnson Drive and Stoneridge Drive and requested
Mr. Elliott to look into that as well.

-4-
2-6-90
