83 <br /> <br /> Mr. Gregory Smith, 4960 Owens Drive, inquired if the comment <br />period on the Environmental Impact Report (EIR) for the West <br />Pleasanton Sphere of Influence could be extended beyond <br />February 28th. He explained that he just got a copy and would <br />like more time to make an appropriate response to document. <br /> <br /> Mr. Mercer replied that the California Environmental Quality <br />Act (CEQA) has established a comment period of 45 days, and it <br />would be very costly to extend the time. He requested Mr. Smith <br />to try his best to get his comments in by the 28th. <br /> <br /> Mr. Smith also stated that the gas-powered blowers that a <br />number of landscape contractors use to clean the sidewalk and <br />streets create a lot of noise besides being a tremendous waste of <br />energy. He inquired if there were any possibility of banning <br />their use within the City limits. <br /> <br /> Mr. Mercer replied that the City has specified hours for the <br />use of leaf-blowers, which hours are further limited in shopping <br />centers and business parks. He informed Mr. Smith that he could <br />get a copy of the ordinance from the City. <br /> <br />6. Parcel Located at 417 Sycamore Road <br />from the "A" (Agricultural) District to the R-l-10,000 (Single- <br />Family Residential) District and to the R-1-8,500 (Sinqle-Family <br />Residential) District or to Any Other Zoning District Consistent <br />with the General Plan <br /> <br />Consider Adoption of a Negative Declaration <br /> <br /> Mr. Swift presented his report (SR 90:39) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Brian~]tlaz.~.$ch~z~em,, representing Tri-Mesa Development <br />Company, stated that the developers are aware of the issues in the <br />Sycamore area and have worked with the Planning Department for <br />seven months for something that would fit into the area. He <br />explained that the project was made a part of a contiguous <br />development that was previously approved. He offered to answer <br />any questions on the project. <br /> <br /> Mr. Paul Marshall, 417 Sycamore Road, stated that he has <br />lived at his property since 1975 and that it has been zoned within <br />the City limits for at least 30 years. He added that it was his <br />understanding that his property has been excluded from the North <br />Sycamore Specific Plan Committee's report.
