67

Ms. Mohr inquired if there would be a bike trail around the
Dairy property to Stoneridge Drive.

Mr. Swift replied that the Laguna Oaks project was
conditioned to build a separate sidewalk from across its property
to Foothill High School. This would include the construction of
a sidewalk over properties that are not in the City. The sidewalk
would need the County's approval to go through the existing right-
of-way in the County, and in some cases, the right-of-way may have
to be requested of property owners.

Ms. Mohr asked if the property near the walnut grove next to
Foothill Knolls is the only piece of property that is not yet
annexed to the City.

Mr. Swift replied that the Merritt property near the walnut
grove and the Upshaw property have not been annexed.

Mr. Mercer asked when the bike trail report could come before
the Council.

Mr. Swift answered that the report could be ready by the
next Council meeting, with respect to where the bike trail can go,
who has jurisdiction over those properties, and the difficulties
and problem areas. He added that there would be significant
problems several areas, particularly from Golden Eagle Farms south
to Castlewood Drive, where the road is extremely narrow such that
there is no room even for a shoulder, much less a bike trail.
From the Currin property, the bike trail would go through an area
in the County where property owners are not interested in widening
the road, much less having a bike lane.

Ms. Mohr inquired if the bike trail would come along Bernal
Avenue by passing under 1-680.

Mr. Swift replied that it would be considered in conjunction
with the Laguna Oaks project. A more difficult problem would be
to get it across the bridge because Laguna Oaks will build a
sidewalk as part of its project, and it may not be there at the
start of the school year. A possibility would be the pedestrian
crossing on the existing Bernal Bridge, which is currently only
1.5 feet wide and only on the south side. It is difficult to tell
at this time how this will be done.

Ms. Cindy McGovern, 9260 Longview Drive, thanked Council for
bringing this matter up because it has been of some concern to
parents, especially those who have been affected by the boundary
areas of the new Middle School. She indicated that while she
lives close to the new school, her children will have to either
walk or be driven there because they are not within the limits of
the bus service. She stated that parents have written to the
Alameda County Board of Supervisors and the City Council and added
that the parents can be counted on to support this.

-21-
2-6-90
