68 Discussion on the Alameda County Open Space Ordinance Mr. Mercer indicated that the Alameda County Board of Supervisors has made a decision to send back the General Plan Open Space Element to the Planning Commission for public hearing and comments. Mr. Roush stated he had this item as a closed session item to be discussed with the Council. Discussion on Foothill Road Street Liqhts Mr. Brandes stated that he has received phone calls regarding the street lights on Foothill Road along the Golden Eagle Farms development. He explained that the lights are placed at very close intervals, and the residents are concerned about the effect of those lights on their houses. He asked how this was decided on and if it could be reviewed. Mr. Elliott replied that the placements of street lights was discussed at the time the design was laid out. It was decided that the lights would be placed in accordance with the City's street light spacing standards. He recalled no objections at that time. Mr. Brandes requested Mr. Elliott to specifically check the actions taken by the Planning Commission and the Council regarding -- the matter and to stop further street light installations until this is settled. Ms. Mohr inquired if there would be street lights for Laguna Oaks. Mr. Swift replied that lighting plans along major streets are not normally discussed as part of a PUD. However, this would certainly be considered when the final PUD, which is now pending, comes back. It will also be discussed when the project comes before the Council. 9.
