70 <br /> <br /> Ms. Mohr stated that, with respect to the question of how <br /> much money should be spent before having the matter come to the <br /> vote of the people, the City should provide the electorate all the <br /> information necessary to make a well-informed choice. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, to <br /> direct the Task Force to work with staff and non-profit housing <br /> developers to conduct a feasibility study of various types of <br /> affordable housing projects which could be located on the 14 acre <br /> corporation yard site and to evaluate with staff the six potential <br /> sites for affordable housing, programs for households with <br /> special needs, and other recommendations in the Housing Element <br /> Update for Council review; and to direct staff to include a budget <br /> appropriation for $100,000 from the General Fund to cover the <br /> costs of a contract housing specialist for up to a two year period <br /> to work with the Task Force and to supplement its study of low <br /> income housing fees for residential properties with a similar <br /> analysis of industrial/commercial properties. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Tarver and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: Councilmember Butler <br /> ABSTAIN: None <br /> <br /> Item 8b <br /> Ruby Hill Pro~ect in Alameda County <br /> <br /> Mr. Swift presented his report (IR 90:13) regarding the <br /> matter. <br /> <br /> Mr. Mercer inquired if the staff has heard any response to <br /> the Ruby Hills project and if so, what comments were submitted on <br /> the EIR. <br /> <br /> Mr. Swift replied that the City submitted comments on the EIR <br /> and the Notice of Preparation, both of which are attached to the <br /> staff report. He added that if staff is not satisfied with the <br /> final EIR, it may make another comment then. <br /> <br /> Item 8c <br /> Appointment to the Housinq Authority Commission <br /> <br /> Mr. Mercer re-appointed Mr. Thomas Treto as a regular member <br /> of the Housing Authority Commission for a four-year term, which <br /> would expire on January 25, 1994. <br /> <br /> Discussion on the Bike Trail <br /> <br /> Mr. Mercer requested staff to put together a bike trail plan <br /> from Foothill Road to the new Middle School, all the way to the <br /> Currin property and in the other direction next to the City and <br /> County of San Francisco property. He also asked staff to look <br /> into when and how a sidewalk or bike trail could be built on <br /> Bernal Avenue, how much it would cost, and who would pay for it. <br /> <br /> -20- <br /> 2-6-90 <br /> <br /> <br />
