77 <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Mercer, that <br />Resolution No. 90-27 be adopted, based on a review of an initial <br />environmental study done for this project and on a finding that no <br />significant environmental impact would occur as outlined in the <br />City's guidelines and on a further finding that a negative <br />declaration is appropriate in connection with PUD-89-18, the <br />application of Orion Homes/Westbrook Property for planned unit <br />development rezoning and development plan approval to subdivide an <br />approximately nine acre site located at 10890 Dublin Canyon Road <br />into 16 single-family residential lots and one remainder parcel. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes and Mayor Mercer <br />NOES: Councilmember Tarver <br />ABSENT: Councilmember Butler <br />ABSTAIN: Councilmember Mohr <br /> <br /> Mr. Brandes stated that he is opposed to development taking <br />place at Dublin Canyon Road. He felt that the project was <br />inappropriate at this time because of traffic impacts on Foothill <br />Road. <br /> <br /> Mr. Tarver stated that this was an appropriate application in <br />terms of what was being proposed. He commented that the project <br />and the design were good, but that the timing is inappropriate. <br />He mentioned that the concerns expressed by the Planning <br />Commissioners about density and view were addressed; however, he <br />would like to see the traffic counts. He said that he was not in <br />favor of further development on Dublin Canyon Road and expressed <br />some concern about what this development would do to the other <br />properties around it. <br /> <br /> Mr. Mercer commented that it would be Council and not the <br />developer who would decide any future development on Dublin Canyon <br />Road. He added that this is a quality project which is creative <br />and well designed. Mr. Gooch addressed a number of concerns which <br />were not generated by him and tried to eliminate some of the <br />problems that would be created by the completion of the Canyon <br />Meadows Townhouse project. He felt that a lot of the amenities <br />and soundwalls, trees, professional landscaping, and maintenance <br />by the homeowners association of the 16 custom lots would make <br />Dublin Canyon Road better. <br /> <br /> Mr. Tarver stated that he would like to see what the new <br />traffic counts and projections were for the intersection at this <br />time and when the development is fully occupied. He indicated <br />that he appreciated what the developer has done in screening <br />Canyon Meadows but that he was concerned about the cumulative <br />effect any further development on the road could result in. <br /> <br /> Mr. Brandes concurred with Mr. Tarver. <br /> <br /> -11- <br /> 2-6-90 <br /> <br /> <br />
