80

Item 6b '
PUD-89-18, Application of Orion Homes/Westbrook Property for
Planned Unit Development Rezoninq and Development Plan Approval to
Subdivide an Approximately Nine Acre Site Located at 10890 Dublin
Canyon Road into 16 Single-Family Residential Lots and One
Remainder Parcel

Consider Adoption of a Negative Declaration

Mr. Swift presented his report (SR 90:51) regarding the
matter.

Ms. Mohr stated that Mr. Ken Gooch is her client on another
property in town and that she would not participate in the
discussion due to a conflict of interest.

Mr. Mercer declared the public hearing open on the
application.

Mr. Ken Gooch, One Peters Avenue, stated that he has read the
staff report and accepts the conditions of approval. He explained
the project and the changes that have been made in response to the
concerns expressed by the Design Review Board and the Planning
Commission.

Mr. Mercer thanked Mr. Gooch for the comprehensive packet
which made the project easier to understand.

Mr. Richard Dwyer, 10705 Dublin Canyon Road, part of whose
property is adjacent to the west side of the development site,
indicated that he is in favor of the project. He stated that
aesthetically, it would soften the high density to the east of the
development. With regard to the negative comments about the
traffic, he pointed out that Dublin Canyon Road presently has a
tremendous amount of non-local traffic. The addition of some
local traffic could eliminate some cars that run 60 miles per
hour.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Mr. Tarver stated that the staff report does not mention
anything about the traffic other than that many units would not
cause any significant impact. He recalled that when the Canyon
Meadows development was approved, there were some questions
regarding the traffic at the intersection of Dublin Canyon Road
and Foothill Road.

Mr. Swift replied that that has been mitigated with the
construction of the Stoneridge Drive/I-680 interchange.

-10-
2-6-90
