79 <br /> <br /> Mr. Tarver stated that he does not foresee any extension of <br />the development on the immediate south side of Sycamore Road. He <br />indicated that he would like to follow the recommendations made by <br />the Citizens' Committee regarding development on Sycamore Road. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Mercer, to <br />approve RZ-89-17, the application of Tri-Mesa Development to <br />rezone an approximately 50,250 sq. ft. parcel located at 417 <br />Sycamore Road from the "A" (Agricultural) District to the <br />R-l-10,000 (Single-Family Residential) District and to the <br />R-1-8,500 (Single-Family Residen~tial) District or to any other <br />zoning district consistent with the General Plan. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes and Mayor Mercer <br />NOES: Councilmembers Mohr and Tarver <br />ABSENT: Councilmember Butler <br />ABSTAIN: None <br /> <br />Due to the tie vote, the item was continued to the February <br />20, 1990 City Council Meeting. <br /> <br /> Mr. Brandes suggested that the annexation issue be put on a <br />future Agenda so the property owners would know that it is being <br />considered. <br /> <br /> Ms. Mohr asked Mr. Swift if the properties all the way to <br />Amber Lane could still be included in the EIR. <br /> <br /> Mr. Swift replied that staff would analyze the south side of <br />Sycamore Road in conjunction with the north side. It would take <br />about two months to accomplish that, and another two months before <br />it goes to Council. <br /> <br /> Mr. Brandes inquired if there would be sufficient information <br />in the EIR to take action on the additional annexation. <br /> <br /> Mr. Roush stated that there is no need to wait several months <br />to initiate annexation. If Council is interested in looking at <br />having the properties annexed, an initial environmental assessment <br />could be done which could provide enough information to take that <br />action. He explained that annexation can be considered separately <br />from the EIR and Specific Plan, which determine how the properties <br />on the north may be developed. <br /> <br /> Mr. Mercer stated that Council could look into the annexation <br />of the properties from Sunol Boulevard to Amber Lane. At the same <br />time, staff could include the properties south of Sycamore Road in <br />the EIR for the North Sycamore area to save time and money. <br /> <br /> -9- <br /> 2-6-90 <br /> <br /> <br />
