It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br />the recommendations of the Citizens' Committee be incorporated in <br />the preparation of a Specific Plan and EIR for the North Sycamore <br />area. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />10. MATTERS CONTINUED FOR DECISION <br /> <br /> There were no matters continued for decision presented at <br />this meeting. <br /> <br />11. REPORTS OF BOARDS AND COMMISSIONS <br /> <br /> There were no reports from the Boards or Commissions <br />presented at this meeting. <br /> <br />12. REPORTS OF THE CITY MANAGER <br />Item 12a <br />Request for Annexation of Approximately 174 Acres Located on the <br />West Side of Foothill Road (Moller) <br /> <br /> Mr. Elliott presented his report (SR 90:29) regarding the <br />matter. <br /> <br /> Ms. Terry Spraggins, 7024 Corte del Oro, stated that she was <br />concerned about what was happening on Pleasanton Ridgelands and <br />requested that Council postpone any decisions on what would happen <br />to small pieces of property like the Mollers' until the study for <br />West Pleasanton is completed and a decision on it has been <br />reached. <br /> <br /> Mr. Mercer stated that the last piece of property the County <br />wanted to develop on Foothill Road had more housing units farther <br />up the Ridge than the City would have allowed. When the property <br />was annexed to the City, the City did not allow the developer to <br />have as many houses. If the City does not annex the Mollers' <br />property, they can go to the County, and the County can approve <br />the development. The City wants to annex the property so it can <br />control the development on the site; it does not guarantee any <br />development or specific plan on the property. <br /> <br /> Mr. Brandes asked staff if the annexation of the Garms and <br />Moller properties would put everything on Foothill Road within <br />City limits. <br /> <br /> Mr. Swift replied that with the annexation of the Lemoine <br />property which has been initiated earlier, everything on Foothill <br />Road from the Kolb property, which is still in the County, would <br />fall within City limits. <br /> <br /> -17- <br /> .1-16-90 <br /> <br /> <br />
