The EIR should address circulation to <br /> and from this property as it relates to Ventana Hills, Mission <br /> Park, the Happy Valley Loop and Sycamore Road to determine the <br /> right setbacks and the right roads. <br /> <br /> Ms. Mohr stated that the General Plan shows some conceptual <br /> roadways extending towards the Lund Ranch as well as into the <br /> southeastern hills. She asked staff what kind of alignment this <br /> would have with what is proposed in the report. <br /> <br /> Mr. Swift replied that there is no specific alignment in the <br /> General Plan. The area was looked at in conjunction with this <br /> plan and would be considered even more closely through the EIR <br /> process. Although the Specific Plan itself will only address the <br /> area that is within the boundaries, staff will take into account <br /> its relation to the entire City and how the circulation system <br /> would work for the whole area. <br /> <br /> Mr. Mercer stated that a number of people living on Sycamore <br /> Road and Happy Valley did not believe that the Committee was <br /> looking at circulation in and development of their neighborhood. <br /> He asked Mr. Tarver and Mr. Brandes if this is what they wanted <br /> the EIR to look into. <br /> <br /> Mr. Tarver replied that he was referring to the potential <br /> rather than actual development of the area and how the circulation <br /> would tie together. He stated that the Plan would work better if <br /> there is some understanding of what could happen to Sycamore Road <br /> with the expansion of the south side and the Lund Ranch and to the <br /> Bonde property when the area on the other side is developed. <br /> <br /> Mr. Butler noted that the EIR and Specific Plan that are <br /> being developed are being done within these boundaries. He stated <br /> that it was appropriate for the Committee to work within specific <br /> boundaries because the different types of landowners in the area <br /> make it almost impossible to take a comprehensive look at entire <br /> Happy Valley area. This is the first time any proposal has been <br /> drawn, that a consensus to get something underway has been <br /> reached. At same time, the overall traffic circulation should be <br /> considered in the Specific Plan. He stated that the final EIR <br /> should cover all possibilities and continue to consider the <br /> connections not only to San Antonio Drive but also to Independence <br /> Drive and to the south. <br /> <br /> Mr. Brandes stated that the boundaries can be changed on the <br /> Specific Plan. Unfortunately, the citizens got their information <br /> from staff with no input from the Council, thereby coming up with <br /> with a plan which compromised everybody without satisfying <br /> anybody. <br /> <br /> -16- <br /> 1-16-90 <br /> <br /> <br />
