50

to put in at this time the right water and sewer lines, the right '
width of the streets, the right location for public services like
a fire station and parks. The EIR should address circulation to
and from this property as it relates to Ventana Hills, Mission
Park, the Happy Valley Loop and Sycamore Road to determine the
right setbacks and the right roads.

Ms. Mohr stated that the General Plan shows some conceptual
roadways extending towards the Lund Ranch as well as into the
southeastern hills. She asked staff what kind of alignment this
would have with what is proposed in the report.

Mr. Swift replied that there is no specific alignment in the
General Plan. The area was looked at in conjunction with this
plan and would be considered even more closely through the EIR
process. Although the Specific Plan itself will only address the
area that is within the boundaries, staff will take into account
its relation to the entire City and how the circulation system
would work for the whole area.

Mr. Mercer stated that a number of people living on Sycamore
Road and Happy Valley did not believe that the Committee was
looking at circulation in and development of their neighborhood.
He asked Mr. Tarver and Mr. Brandes if this is what they wanted
the EIR to look into.

Mr. Tarver replied that he was referring to the potential
rather than actual development of the area and how the circulation
would tie together. He stated that the Plan would work better if
there is some understanding of what could happen to Sycamore Road
with the expansion of the south side and the Lund Ranch and to the
Bonde property when the area on the other side is developed.

Mr. Butler noted that the EIR and Specific Plan that are
being developed are being done within these boundaries. He stated
that it was appropriate for the Committee to work within specific
boundaries because the different types of landowners in the area
make it almost impossible to take a comprehensive look at entire
Happy Valley area. This is the first time any proposal has been
drawn, that a consensus to get something underway has been
reached. At same time, the overall traffic circulation should be
considered in the Specific Plan. He stated that the final EIR
should cover all possibilities and continue to consider the
connections not only to San Antonio Drive but also to Independence
Drive and to the south.

Mr. Brandes stated that the boundaries can be changed on the
Specific Plan. Unfortunately, the citizens got their information
from staff with no input from the Council, thereby coming up with
with a plan which compromised everybody without satisfying
anybody.

-16-
1-16-90
