47 <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br />Resolution No. 90-12 be adopted, approving the Amended Joint <br />Powers Agreement for Waste Management. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Discussion on Street Siqns <br /> <br /> Mr. Brandes stated that coming from Del Valle Parkway, car <br />drivers can hardly see other cars going north on Hopyard Road, <br />making it difficult to make the right turn. He inquired if staff <br />could look into the matter and consider replacing the "Yield" sign <br />with a "Stop" sign. <br /> <br /> Ms. Mohr inquired if a sign could also be placed on Valley <br />Avenue going north on Santa Rita Road to indicate to infrequent <br />users that there is no need to stop at the intersection because <br />there is a lane on Santa Rita Road for these right turns. <br /> <br /> Mr. Mercer requested Mr. Elliott to look into these matters. <br /> <br />9. CITY COUNCIL COMMITTEE REPORTS <br />Item 9a <br />North Sycamore Specific Plan Citizens' Committee Report and <br />Recommendations <br /> <br /> Mr. Swift presented his report (IR 90:08) regarding the <br />matter. <br /> <br /> Mr. Ron Wacek, 5771 San Antonio Street in Mission Park, <br />stated that the report presented calls for extending San Antonio <br />Street into the Specific Plan area. He indicated that the <br />residents of Mission Park, especially those on San Antonio Street, <br />do not want to see another thoroughfare through the area, whether <br />direct or otherwise. He added that Mission Park already bears the <br />additional traffic brought on by the Ventana Hills development, <br />and this extension would triple the traffic because it would <br />become a major artery to the Raley's Shopping Center. He said <br />that an emergency access from San Antonio Street to the Specific <br />Plan area would be acceptable. But other than that, the Specific <br />Plan area should absorb or route additional traffic through its <br />own boundaries without encroaching on the Mission Park area. <br /> <br /> Ms. Mary Greene, 386 Sycamore Road, stated that three years <br />ago, Land Planning Consultants, Inc. assured her family that <br />Independence Drive would not be extended through their property. <br />Now, the report indicates otherwise. She objected to the traffic, <br />noise and speed that approximately 5,000 trips on the road would <br />cause, as well as to the soundwall that would be built right next <br />to their garden and bedrooms.
