46 <br /> <br /> Mr. Swift replied that the City staff made some draft <br /> comments that it would either forward to the County or bring to <br /> Council for action. <br /> <br /> Mr. Mercer stated that he would prefer that the EIR comments <br /> come before the Council because, as the Staff Report indicates, <br /> since many property owners in the area are interested in annexing <br /> to the City, it would be appropriate that the City be involved in <br /> addressing some of the environmental impacts for additional <br /> comments. He mentioned that the Council needs to look more <br /> intensively at the Vineyard Avenue annexations in addition to the <br /> Fertile Crescent and Vineyard Avenue studies and the County's <br /> ordinance. <br /> <br /> It was moved by Mr. Brandes, and seconded by Mr. Mercer, <br /> that the staff be instructed not to accept any further annexation <br /> or other development applications on the properties on Vineyard <br />within the Avenuesuntil directed by Council, pending the completion of the <br />Fertile Fertile Crescent Study and the resolution of the County <br />Crescent ordinance. <br />Study area The roll call vote was as follows: <br /> ~p~ AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Mercer asked Mr. Swift when the draft EIR on Ruby Hills <br /> would come before the Council. <br /> <br /> Mr. Swift replied that the comment period for the EIR is <br /> still open and that the draft EIR is being circulated. The staff <br /> will then prepare a status report on the EIR and get it back to <br /> Council as soon as possible. <br /> <br /> Item 8b <br /> Vacancy on the Library Commission <br /> <br /> Mr. Mercer indicated that the application period for the <br /> vacancy will be open until February 16, 1990. <br /> <br /> Item 8c <br /> Amended Joint Powers Aqreement for Waste Management <br /> <br /> Mr. Roush presented his report (SR 90:34) regarding the <br /> matter. <br /> <br /> Mr. Mercer explained that this is a Joint Powers Agency <br /> Agreement between all the fourteen cities in the County plus the <br /> Health Department of the County. It allows the Waste Management <br /> Authority to take charge of solid waste planning in the County. <br /> <br /> -12- <br /> 1-16-90 <br /> <br /> <br />
