She added that the <br /> development of the school property should be done in such a way <br /> that traffic is turned around and made to pass through the <br /> existing Independence Drive and out Bernal Avenue. It should not <br /> open the entire valley and devastate their way of life for the <br /> benefit of the big developers up the hill. <br /> <br /> Mr. Charlie Cary, 913 Sherman Way, stated that this <br /> development affects about 50 households in Mission Park, Ventana <br /> Hills and Lund Ranch and hundreds more to the south. He mentioned <br /> that it would be a long-term planning mistake not to use Sycamore <br /> Road as a major artery by setting the boundary at the border of <br /> Sycamore Road. <br /> <br /> Mr. Mercer asked Mr. Swift how the people were notified about <br /> the matter coming before Council. <br /> <br /> Mr. Swift replied that the Committee members were informed <br /> that the item was on the Agenda. <br /> <br /> Mr. Don Temple, 6409 Alisal Road, stated that the proposal is <br /> a comprehensive overall evaluation of the area which would impact <br /> some people more than others. He continued that the residents <br /> were willing to work with the City on the development of the area <br /> with the understanding that the rural atmosphere would be <br /> maintained. The traffic concerns were expressed by new residents <br /> in the area who were not aware of the future expansions when they <br /> bought their homes. He indicated that the Alisal Improvement <br /> Association supports the project. <br /> <br /> Ms. Linda Peterson, 5747 San Carlos Way, informed the Council <br /> that the Committee had to work within the parameters of an <br /> identified piece of property in order to make any immediate <br /> progress. She stated that the Committee would probably have come <br /> up with different decisions if it had to look at the entire part <br /> of the General Plan that could be annexed in the future. The <br /> Committee tried to accommodate the needs of Mission Park, Ventana <br /> Hills and the Alisal area residents by looking at the potential <br /> development of the properties in the area and minimizing its <br /> impact on the residents of both the area and the current city <br /> neighborhoods. She added that they were able to compromise in <br /> most areas, and the new road was part of that compromise. <br /> However, the residents of San Antonio Street and Mission Park feel <br /> their needs are not being met by the Plan because they have had to <br /> compromise a lot for the needs of the growing development in the <br /> neighborhood. <br /> <br /> Mr. Brandes stated that it was unfortunate that Mr. Mercer <br /> and he, as Council representatives to the Committee, were not <br /> informed about the Committee meetings because he would have wanted <br /> to participate in them.
