446 <br /> <br /> Mr. Lee replied that including the strips would benefit the <br /> City in two ways: (1) The City's General Plan designates some <br /> residential use in the small valley that goes towards Vallecitos <br /> Road along the Little Happy Valley Road. The study would assess <br /> the possible impact of including those lands in Pleasanton with <br /> respect to traffic and other issues. (2) The study would look into <br /> what effects Little Valley Road would have on relieving traffic in <br /> the area and providing a flow to the south in addition to the <br /> access at Koopman interchange on 1-680. He added that the northern <br /> properties would probably have to be included because of possible <br /> LAFCO conflicts. <br /> <br /> Mr. Brandes inquired if there would be the possibility in the <br /> process of the study for an adjustment in the area boundaries. <br /> <br /> Mr. Lee said yes. He proposed that the study start with a <br /> large area and then reduce the size if called for. <br /> <br /> Mr. Mercer commented that it was premature to develop this <br /> part of the City and that the development should not be as dense as <br /> proposed. He stated that the concerns of the Ventana Hills and <br /> Happy Valley residents should be addressed and that the whole <br /> concept should be considered by the Council before approving a golf <br /> course that is about two miles from the City limits. He agreed <br /> that the Koopman property would be a good site for a golf course <br /> but expressed concern about moving about 5,000,000 cubic yards of <br /> dirt and a substantial mitigation plan that would be involved to <br /> make it a championship golf course. <br /> <br /> Mr. Butler commented that he would not consider development in <br /> this part of the City if the Golf Course Committee had not <br /> recommended the Koopman property for the golf course site. He <br /> stated that the golf course would have a great impact on the City <br /> and the residents, which should be addressed by the feasibility <br /> study. <br /> <br /> Mr. Tarver stated that the project is similar to the issue of <br /> the Ridgelands. He indicated that a feasibility study for the <br /> Ridgelands is premature but that if it will be done, it should <br /> consider all related issues and include the Happy Valley area. <br /> <br /> Ms. Mohr stated that she favored the feasibility study because <br /> it would provide valuable information for long-term as well as <br /> short-term planning and would address the problems identified by <br /> the Staff Report. <br /> <br /> 8-21-90 <br /> - 22 - <br /> <br /> <br />
