445 <br /> <br />feasibility study would be appropriate and that time should be <br />taken to do it properly so that the issue of the golf course does <br />not overshadow the fact that houses will be constructed and that <br />the course is related to the rest of the community. <br /> <br /> Mr. David Glenn, 5650 Foothill Road, representing the Board of <br />Directors of the Preserve Area Ridgelands Committee (PARC), stated <br />that PARC was opposed to the cancellation of the Williamson Act for <br />the six properties because it would not be in the best interest of <br />the citizens. <br /> <br /> Mr. Milton Regetti, 4900 Hopyard Road, owner of a property in <br />Pleasanton with access off of Alpha Lane, immediately southerly of <br />the Koopman property, stated that he is in favor of having a <br />feasibility study done that would address all the properties within <br />the urban limit line north of Vallecitos Road, including the <br />properties that go along Little Happy Valley Road and the GE <br />property. <br /> <br /> Mr. Lee commented that among the issues to be decided are the <br />boundaries of the study and if it would be logical to look at those <br />additional properties. <br /> <br /> Mr. Thomas P. Pico, Jr., 795 Neal Place, stated that he would <br />support the golf course if it would follow all the natural contours <br />of the land and preserve the integrity of the Ridgelands and open <br />space. He indicated that the project would involve the largest <br />single General Plan amendment since the Plan was revised in 1986. <br />He added that it would require a significant annexation of property <br />to the City and spur substantial development of surrounding areas <br />which were not intended for development under the existing General <br />Plan. It would also utilize substantially the City's remaining <br />sewage capacity and devastate the Ridgelands in the Koopman area, <br />which would be completely contrary to the prevailing desire of the <br />majority of the residents in community to preserve the Ridgelands. <br />He requested Council to consider having the staff look at the <br />terms, conditions and requirements of the San Ramon "Save the <br />Hills" Initiative and to adopt those conditions for the area being <br />considered for annexation. He recommended that Council scale back <br />the number of homes to the 320 units currently allowed under the <br />General Plan, as proposed by staff, and that staff address the <br />needs and concerns of the rest of the community when it does the <br />feasibility study. <br /> <br /> Mr. Brandes indicated that he strongly favored having the <br />feasibility study to get the information and facts on an area <br />within the City's sphere that has not been studied in the past. He <br />expressed concern about the boundaries of the study and asked staff <br />what benefits would accrue to the City if the southerly and <br />easterly strips were included in the study. <br /> <br /> 8-21-90 <br /> - 21 - <br /> <br /> <br />
