444 <br /> <br /> Mr. Paul Ebright, Chairman of the Golf Course Committee, <br /> indicated his support for the staff recommendations. He requested <br /> Council to approve the feasibility study and have it done as soon <br /> as possible. <br /> <br /> Ms. Phyllis Couper, 6525 Alisal Street, representing the <br /> Alisal Improvement Club, expressed concern about the traffic flow <br /> and stated that viable solutions must be considered for all the <br /> communities involved. She added that the latest discussion to move <br /> a collector road out into the undeveloped areas and connect to <br /> Bernal Avenue to relieve the heavy traffic flow to the communities <br /> in the area would present serious problems impacting the people on <br /> both ends of the roadway. She pointed out that the North Sycamore <br /> Specific Plan (NSSP) proposed a 40-foot wide roadway, not an <br /> 80-foot collector size road. She indicated that the Club is not <br /> opposed to any development in the area but would like to preserve <br /> the rural atmosphere of the Happy Valley area and maintain its <br /> uniqueness and that having 17,000 daily trips pass through the <br /> North Sycamore area is not acceptable. She expressed personal <br /> concerns about the 5,000,000 - 6,000,000 cubic yards that would be <br /> taken off the hilltops for the golf course. <br /> <br /> Mr. Bud Barlow, 6723 Alisal Street, commented that he would <br /> like to maintain the rural environment on Alisal Street as well as <br /> Happy Valley Road. He stated that the 26 additional parcels from <br /> the Happy Valley Loop area need not be annexed and that the basic <br /> plan for the golf course does not provide any jogging, hiking or <br /> horse trails. He expressed concern that watering the golf course <br /> and any development in the area would affect the ground water <br /> supply which the area uses. He asked what the time table was for <br /> the feasibility study. <br /> <br /> Mr. Mercer referred the matter to staff. <br /> <br /> Mr. Chandler Lee, Principal Planner for the Department of <br /> Planning and Community Development, stated that the closest example <br /> to this would be the West Pleasanton Feasibility Study, which took <br /> three to four months to prepare and another two months to go to the <br /> Planning Commission and the City Council. Council decided at the <br /> end of the process to proceed with further planning and a citizens' <br /> committee review of the Ridgelands. <br /> <br /> Mr. Don Temple, 6409 Alisal Street, resident of the Happy <br /> Valley area and a member of the Alisal Improvement Club, stated <br /> that having a golf course in the area would be beneficial to the <br /> City but that it should not be put in at the expense of the <br /> communities involved. He added that the impact of traffic coming <br /> in from the south and the east as mentioned by Ms. Couper <br /> exemplified the neighbors' concern.
