SPECIAL AND INFORMATION REPORTS <br />Item 7a <br />J. Patrick Land Company, Consideration of a South Pleasanton <br />Specific Plan Process for the Annexation and Development of Six <br />Properties Totaling Approximately 1,319 Acres to Permit <br />Construction of a Municipal Golf Course and 790 Low-Density Single- <br />Family Homes <br /> <br /> Mr. Swift presented his report (SR 90:335) regarding the <br />matter. <br /> <br /> Mr. John Moore, representing J. Patrick Land Company, stated <br />that the company is involved in the Koopman property, which has <br />been proposed for a municipal golf course. He presented a scale <br />model of the golf course on the Koopman property and an informal <br />concept plan with a specific plan area encompassing more than just <br />the Koopman property to determine site planning and to resolve <br />development issues. He explained that single-family residential <br />projects would start in the valley floor, which would incorporate <br />trail systems to get to the upper ridges and open space and provide <br />pedestrian as well as equestrian access, but no roadway, from the <br />Happy Valley/Alisal Loop. He added that single-family lots would <br />surround the golf course but would be far removed from the course. <br />Transportation access would include an interconnect to the North <br />Sycamore Specific Plan, go through the property to the south and <br />tie in to 1-680. An additional roadway connection to the Little <br />Valley Road area which would tie in to Route 84 could also be done. <br />He stated that because of the complexity of the project, staff had <br />recommended that a feasibility study be done prior to the specific <br />plan to look into environmental and fiscal impacts, the provision <br />of services and other interrelated issues. He urged the Council to <br />approve the staff's recommendation to proceed with a feasibility <br />study. <br /> <br /> Mr. John Toman, Chairman of the Site Selection Subcommittee of <br />the Golf Course Committee, stated that the golf course would <br />provide the City with a revenue of more that $1 Million annually <br />with no risk to the City. He added that since the Subcommittee was <br />unable to consider some of the recommendations made in the Staff <br />Report, he would like the Subcommittee to study the Report and come <br />back with formal report. <br /> <br /> 8-21-90 <br /> - 19 - <br /> <br /> <br />
