With regard to the water problem, he stated that <br /> the water mains and services in that area are so old and shallow <br /> that just having the construction equipment run back and forth has <br /> ruptured some of them. He explained that an immediate water main <br /> break required an immediate water turn-off, and waiting to notify <br /> all the residents could cause more damage and waste of water. He <br /> added that the turn-off's have been limited to a minimum period of <br /> time and apologized for the inconvenience. <br /> <br /> Ms. Darleen Norton, 4377 Railroad Avenue, Unit A, stated that <br /> her hallway was filled with water surging from the toilet as a <br /> result of the construction and that her landlord could not get to <br /> the main water valve to turn the water off because the area was <br /> surrounded by construction dirt. In addition, the landlord would <br /> not make any repairs on her unit. <br /> <br /> Mr. Mercer indicated that there is always a City staff on the <br /> job site and that she could always contact the Public Works <br /> Director who would send someone to the site. He asked Mr. Roush <br /> what could be done about Ms. Norton's problem with her landlord. <br /> <br /> Mr. Roush replied that the City cannot compel the landlord to <br /> make repairs. <br /> <br /> i.!s. Mohr stated that ECHO Housing deals with landlord-tenant <br /> '~roblems. <br /> <br /> Ms. Norton indicated that she tried to contact ECHO Housing <br /> But there was on one there, and her call has not been returned. <br /> <br /> Mr. Mercer told Ms. Norton that the City Attorney would get in <br /> touch with her landlord and advise the landlord that the City <br /> Council shares her concerns. <br /> <br /> Ms. Acosta stated that she would run a check on groups which <br /> help settle landlord-tenant disputes. <br /> <br /> 7-7-90 <br /> - 6 - <br /> <br /> <br />
