399 Ms. Birdie Bianchi, 4329 Railroad Avenue, stated that she also had problems with ~ater surging from the toilet and ~hat she slipped on a mud slide done by one of the workers. She added that she reported the incident to the City but nothing was done about it. 2.Is. Acosta commented that the City was aware of the incident and that a follow-up was done. The worker involved in the incident was not a City employee but the contractor's, and the contractor has been informed about the incident. Ms. Mohr inquired what the cause of the water back-up on the toilets was and if this was clean water. Mr. Elliott replied that there is an immediate surge when water is turned back on and that what comes back out is clean water, although not drinking water. :qater Conservation and Foothill Road Mr. Stanley Rathbone, 325 Ray Street, indicated that there should be more concern about water conservation because underground water is already being used for consumption. He added that Zone 7 should have an input on construction in the Valley because it has a limited supply of water for new homes. He also stated that it would be an error to widen Foothill Road to four lanes because that would increase the traffic and result in complaints from the residents. 6. Becky Dennis, 838 Grey Fox Circle, stated that the title of the Council's proposal is improper, based on Section 5010 cf the Election Code, which states that any question that the City places before the voters is called a City measure; the term "Initiative" refers only to propositions placed on the ballot by groups of citizens. She added that the use of the use of the word "citizens" in the title is also improper and misleading because the ballot measure is not sponsored by Pleasanton citizens but By the City council, in opposition to Pleasanton citizens.
