414 <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. ifohr, that <br /> Resolution No. 90-149 be adopted, approving the City-wide recycling <br /> program, as set forth in the Staff Report, subject to the condition <br /> that staff review the figures presented by Mr. 2~oss. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mohr, Tarver and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Butler <br /> ABSTAIN: None <br /> <br /> Item 8a <br /> Report on Siqn Regulations; Real Estate Open House and Commercial <br /> For Sale of Lease Signs <br /> <br /> Mr. Swift presented his report (IR 90:56) regarding the <br /> matter. <br /> <br /> Mr. Bill jorgensen, 1706 Beachwood Way, indicated that he <br /> would answer any questions regarding his request for extending the <br /> hours for real estate open house signs. <br /> <br /> Mr. Brandes stated that when the sign ordinance was first <br /> passed, he felt real estate signs would be detrimental to the <br /> City's beautification program. He added that the City has very <br /> liberal sign regulations and that it would be difficult to explain <br /> to people why the City allowed real estate signs and did not allow <br /> other signs. He suggested that real estate signs be allowed only <br /> on the actual property concerned and that Council consider a draft <br /> ordinance restricting real estate, commercial and directional <br /> signs. <br /> <br /> Mr. Mercer commented that signs provide information services <br /> to people who are looking for something. He added that the City <br /> needs to be consistent regarding conditions relating to what these <br /> signs should be made of and where they may be placed. He suggested <br /> that staff come back with a report on the different signs and <br /> recommended a standard of 4'x 8' for commercial signs. <br /> <br /> Mr. jorgensen stated that the motivation for his request is <br /> the considerable change in the real estate market, essentially in <br /> view of current regulations and the logistics problems of <br /> displaying homes. <br /> <br /> Mr. Brandes pointed out that there is no need for open house <br /> signs because these can be advertised in the newspaper ano that the <br /> validity of the ordinance should not be controlled by the economic <br /> conditicns of the real estate market. He indicated his opposition <br /> Zo any change in the ordinance relating to real estate signs. <br /> <br /> - 22 - <br /> <br /> <br />
