Brandes commented that, as pointed out by Mr. Bocian, the <br />program is self-correcting in the sense that any excess revenue <br />would revert to the City and would offset any potential increases <br />in the future. <br /> <br /> Mr. Moss stated that staff should address the figures at this <br />time rather than after a year because there would be more potential <br />of lowering the rate now. <br /> <br /> Ms. Mohr commented that by the time every city in the state <br />met the AB939 requirements, there would be a lot of materials to be <br />recycled without a sufficient market, which would take a few years <br />to develop. She added that since no assumption can be made at this <br />time that the figures are right, she preferred to have the $1.17 <br />rate increase this year and have it reduced by half the coming <br />year, if warranted. She then asked Mr. Bocian if the City would <br />automatically get any revenue that is in excess of the maximum <br />profit allowed for the company. <br /> <br /> Mr. Bocian said yes. <br /> <br /> Ms. Mohr inquired if there would be a way to allow two or more <br />neighbors to share a 90-gallon can. <br /> <br /> Mr. Tarvet commented that he agreed with Ms. Combs' idea of <br />getting people to reduce the waste stream because the ultimate goal <br />of the program is to reduce the overall cost and the overall waste <br />stream. He added that sharing cans would be one way of achieving <br />zhis. <br /> <br /> Mr. Inderbitzen stated that he has represented Pleasanton <br />Garbage Service for about 15 years now and commented that the <br />company is always willing to consider and explore suggestions. He <br />indicated that the goal of the implementation of the automated <br />recycling system is to make it as simple and uniform as possible <br />for the greatest good of the greatest number of people in the <br />community.
