372 It was moved by Mr. Butler, and seconded by Mr. Tarver, that the contract to publish the City's legal notices for Fiscal Year 1990-91 be awarded to the Valley Times. The roll call vote was as follows: AYES: Councilmember Brandes, Butler, Mohr, Tarver and Mayor Mercer NOES: None ABSENT: None ABSTAIN: None Item 12e Pleasanton Pasta Festival for 1990 Ms. Barbara Hillman, 3337 Arbor Drive, asked Council to reconsider the Pasta Festival Committee's request for an exemption from the noise ordinance to allow noise from 10:00 p.m to midnight on Friday, September 14th. She explained that the event's activities have been scaled down and that the waiver is being requested in case something went wrong. Mr. Butler requested a clarification of Condition No. 5 that the barricades would be manned from 9:00 a.m. to 9:00 p.m. and that the streets would remain open when the barricades were not manned. Mr. William Eastman, Police Chief, replied that Main Street would be closed for the weekend. He explained that the barricades at the Neal Street intersection would be manned from 9:00 a.m. to 9:00 p.m. to allow for emergency vehicular traffic and that cross traffic would be allowed on Neal Street and Rose Avenue at other times. Mr. Brandes asked Mr. Eastman if the conditions were suitable to maintain proper traffic control. Mr. Eastman said they were. Mr. Butler commented that he was sorry that the Chamber of Commerce did away with Heritage Days but that the Pasta Festival should be given a chance. It was moved by Mr. Butler, and seconded by Mr. Brandes, to approve the application of the Pleasanton Convention and Visitors Bureau and the Pleasanton Chamber of Commerce to hold a Pasta Festival from 8:00 p.m. on Friday, September 14, 1990 through 5:00 a.m. on Monday, September 17, 1990, subject to the conditions set forth in the Staff Report. 7-17-90 - 24 -
