372 <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br /> the contract to publish the City's legal notices for Fiscal Year <br /> 1990-91 be awarded to the Valley Times. <br /> The roll call vote was as follows: <br /> AYES: Councilmember Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12e <br /> Pleasanton Pasta Festival for 1990 <br /> <br /> Ms. Barbara Hillman, 3337 Arbor Drive, asked Council to <br /> reconsider the Pasta Festival Committee's request for an exemption <br /> from the noise ordinance to allow noise from 10:00 p.m to midnight <br /> on Friday, September 14th. She explained that the event's <br /> activities have been scaled down and that the waiver is being <br /> requested in case something went wrong. <br /> <br /> Mr. Butler requested a clarification of Condition No. 5 that <br /> the barricades would be manned from 9:00 a.m. to 9:00 p.m. and that <br /> the streets would remain open when the barricades were not manned. <br /> <br /> Mr. William Eastman, Police Chief, replied that Main Street <br /> would be closed for the weekend. He explained that the barricades <br /> at the Neal Street intersection would be manned from 9:00 a.m. to <br /> 9:00 p.m. to allow for emergency vehicular traffic and that cross <br /> traffic would be allowed on Neal Street and Rose Avenue at other <br /> times. <br /> <br /> Mr. Brandes asked Mr. Eastman if the conditions were suitable <br /> to maintain proper traffic control. <br /> <br /> Mr. Eastman said they were. <br /> <br /> Mr. Butler commented that he was sorry that the Chamber of <br /> Commerce did away with Heritage Days but that the Pasta Festival <br /> should be given a chance. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, to <br /> approve the application of the Pleasanton Convention and Visitors <br /> Bureau and the Pleasanton Chamber of Commerce to hold a Pasta <br /> Festival from 8:00 p.m. on Friday, September 14, 1990 through <br /> 5:00 a.m. on Monday, September 17, 1990, subject to the conditions <br /> set forth in the Staff Report. <br /> <br /> 7-17-90 <br /> <br /> - 24 - <br /> <br /> <br />
