He inquired what the <br />potential effect of the suggestion would be on the competitive <br />bidding process. <br /> <br /> Mr. Grossman replied that the bidding process would still be <br />competitive and would accomplishing the same purpose. <br /> <br /> Mr. Brandes commented that it appears to be a good compromise <br />but that there would be no motive for the papers to offer a <br />competitive bid because there would be the option to get the <br />publication after six months. <br /> <br /> Mr. Butler indicated that the discussion was academic and did <br />not apply to the decision at hand. He suggested that these ideas <br />be considered next fiscal year for the next legal publications bid. <br /> <br /> Ms. Mohr stated that the purpose of this kind of advertising <br />is to make public aware of what the City is doing. She commented <br />that changing every six months could create a problem for people <br />knowing where to find things and suggested that the contract be for <br />two years with the second paper having the option for the second <br />year. <br /> <br /> Ms. Acosta pointed out that the Mr. Grossman's suggestion <br />could give the public perception that the City is not providing for <br />a competitive bidding process. She added that following Mr. <br />Butler's suggestion, new ideas would be considered at next year's <br />bidding process. <br /> <br /> Mr. Brandes inquired what the dollar amount of the contract <br />was. <br /> <br /> Ms. Acosta replied that the citywide publications budget for <br />this fiscal year is $30,000. <br /> <br /> Mr. Brandes asked Mr. Roush for some clarification regarding <br />Mr. Roush's position that the concerns expressed in Mr. Grossman's <br />July 16th letter were not legally correct. <br /> <br /> Mr. Roush replied that the Valley Times has been deemed a <br />newspaper of general circulation by the Superior Court of Alameda <br />County, and therefore it is appropriate to award the contract to <br />the Valley Times. <br /> <br /> 7-17-90 <br /> <br /> - 23 - <br /> <br /> <br />
