She inquired if the Council was <br />envisioned to have this set-up. <br /> <br /> Mr. Mercer replied that the JPA can be closed once its <br />business is done. He explained that all the Council has is a <br />Memorandum of Understanding (MOU) in which all the cities agreed to <br />work voluntarily. A JPA would be more formal and would include <br />rules on how to expend finances. <br /> <br />10. REPORTS OF THE CITY MANAGER <br />Item 12a <br />URM Status Report <br /> <br /> This item was removed from the Agenda. <br /> <br />Item 12b <br />Ridgelands Initiative - Consistency with the General Plan and <br />Fiscal Impact <br /> <br /> Mr. Swift presented his report (SR 90:301) regarding the <br />matter. <br /> <br /> Mr. Inderbitzen commented that the proposed initiative was not <br />quite as consistent with the General Plan as the Staff Report <br />indicated. He offered to provide staff with his opinion and <br />impressions, if that would be acceptable. <br /> <br /> Mr. Brandes indicated that it would be all right for Mr. <br />Inderbitzen to present his opinions to staff and added that he had <br />requested staff to look into this matter because it is sometimes <br />overlooked.
