SPECIAL AND INFORMATION REPORTS

Item 7a
Actions of the Zoning Administrator, Design Review Board and
Planning Commission

This item was removed from the Agenda.

8. MATTERS INITIATED BY COUNCILMEMBERS

Discussion on Political Sign Ordinance

Mr. Brandes requested that with the onset of the political
season, all candidates be informed of the City's political sign
requirements.

Ms. Mohr stated that in the past, the City Attorney's Office
invited all candidates to attend a session which provided
information on the election process and requirements. She inquired
if it would be feasible to have the City Clerk's office hold such
a session for this year's municipal election.

Ms. Acosta replied that it would be very appropriate to have
an orientation session covering a variety of topics including the
election process and the budget.

Mr. Mercer commented that when he took out his nomination
paper, the City Clerk's Office handed him a comprehensive and
complete packet containing all the information necessary to run for
office, including the different ordinances, dates and deadlines,
and reporting procedures.

Discussion on Jobs-Housing Ratio

Mr. Mercer stated that the Association of Bay Area Governments
(ABAG) figures on the City's jobs-housing ratio was right on target
with 1.02 in 1989 and .98 for 1990.

Mr. Tarver commented that he had heard that in 1993, the ratio
would be 1.68.

9. CITY COUNCIL COMMITTEE REPORTS

Mr. Mercer stated that the Tri-Valley Transportation Council
(TVTC) is preparing a complete report on a five-year transportation
study for the five member cities.
