333 <br /> <br /> Mr. Brandes concurred with Mr. Mercer that due to the <br />potential conflict of things related to the election, it may be <br />unproductive to have the citizens' committee before November. He <br />added that he supported the Steering Committee's recommendation but <br />that he would like the citizens' committee to start its work after <br />the elections. <br /> <br /> Mr. Tarver indicated that it would be in everybody's best <br />interest to start the citizens' committee dialogue at this time and <br />to keep it going. <br /> <br /> -' It was moved by Mr. Butler, and seconded by Ms. Mohr, to <br />approve all the recommendations of the Steering Committee regarding <br />the formation and operation of the citizens' committee, as set <br />forth in the Staff Report. <br />The roll call vote was as follows: <br />AYES: Councilmember Butler, Mohr, and Tarver <br />NOES: Councilmember Brandes and Mayor Mercer <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Mercer asked the Councilmembers if the City Attorney could <br />be requested to prepare a ballot measure for the November election <br />that would provide: (1) that the citizens' committee process <br />established by the Council be continued; (2) that any decision on <br />the issue of sphere-of-influence extension or annexation be <br />deferred until a Specific Plan for the area is proposed by the <br />citizens' committee; (3) that the citizens' committee proposal be <br />submitted to the vote of the people after such proposal is reviewed <br />by the City Council; and (4) that, if the citizens' committee plan <br />is successful at the ballot, Council process the application <br />through LAFCO. <br /> <br /> Mr. Brandes commented that the item regarding the sphere-of- <br />influence should be removed from the proposed measure because that <br />has already been passed by the Council. <br /> <br /> Ms. Mohr indicated that she would support the request if the <br />measure to be drawn by the City Attorney would be considered a <br />draft that the other Councilmembers would be able to make input to. <br /> <br /> Mr. Butler stated that he would support the proposal if the <br />draft will come back to Council for consideration. <br /> <br /> 7-10-90 <br /> - 17 - <br /> <br /> <br />
