332 <br /> <br /> Mr. Mercer indicated that he would vote in opposition to the <br /> extension of the sphere-of-influence line. He stated that he would <br /> prefer to have the citizens' committee decide on whether or not the <br /> line should be extended and, if so, how much of the area should be <br /> annexed. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, that <br /> Resolution No. 90-129 be adopted, extending the city of <br /> Pleasanton's sphere-of-influence line to the Modified East <br /> Palomares Line, as set forth in the Staff Report. <br /> The roll call vote was as follows: <br /> AYES: Councilmember Brandes, Butler, and Mohr <br /> NOES: Councilmember Tarver and Mr. Mercer <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Butler stated that the Steering Committee had a lengthy <br /> recommendation regarding the citizens' committee. The Steering <br /> Committee members unanimously agreed that the citizens' committee <br /> should be autonomous, not directed by the Steering Committee, and <br /> should establish its own structure and procedures. It should be <br /> open to residents and property owners within the City limits, in <br /> the current planning area, and in the proposed sphere-of-influence <br /> area. It should also include representatives from Sunol and Castro <br /> Valley and open to anyone interested. The organization of the <br /> citizens' committee could be based on the issues considered by the <br /> Steering Committee, including possible land uses as well as those <br /> issues outlined in the Steering Committee's Report to be addressed <br /> by the different subcommittees. <br /> <br /> Mr. Mercer inquired if all participants would have the right <br /> to vote. <br /> <br /> Mr. Butler replied that the Steering Committee had opted to <br /> let the citizens' committee decide its own operational procedures. <br /> The Steering Committee, however, recommended that the group work by <br /> consensus rather than by voting. <br /> <br /> Mr. Mercer indicated that he would not support the formation <br /> of a citizens' committee because it would be a waste of the <br /> citizens' and the City's time and money since most of the property <br /> owners would not want to annex to Pleasanton if the Initiative <br /> passes. He stated that the logical time for the citizens' <br /> committee to operate would be after the elections. <br /> <br /> Mr. Butler commented that convening the citizens' committee is <br /> a risk that ought to be taken because of the benefit it may provide <br /> to all concerned <br /> <br /> 7-10-90 <br /> - 16 - <br /> <br /> <br />
