331 <br /> <br /> Mr. Butler indicated that the two reasons Council is <br />interested in the Ridgelands is because the landowners have asked <br />the City to consider annexation and because of the concern everyone <br />has about what happens to the Ridgelands. He stated that if the <br />SPRC Initiative passes, it would prevent the City from having any <br />control over what happens with the development and use of the land. <br />He said that he supported the EIR and the initiation of the sphere- <br />of-influence extension and annexation. He added that he would like <br />to see the citizens' committee started as soon as possible to <br />demonstrate its ability to handle the issues and gain support for <br />the alternative proposal. <br /> <br /> Ms. Mohr stated that it would be appropriate to start the <br />citizens' committee and get all those interested to participate. <br />She said that the SPRC Initiative is a time-consuming and expensive <br />proposition because it can be modified only through another voting <br />process. <br /> <br /> Mr. Tarver stated that the SPRC Initiative does not talk about <br />what the General Plan should be and will not take away people's <br />property values or the right to develop the house on their property <br />or to subdivide the land if findings can be made. He indicated <br />that he supported extending Pleasanton's sphere-of-influence to the <br />modified Eden Township line and having the citizens' committee <br />convene in the hope that it can come up with an agreement and a <br />plan that everyone will support. <br /> <br /> It was moved by Mr. Brandes, and seconded by Ms. Mohr, that <br />Resolution No. 90-128 be adopted, after making the findings set <br />forth in Exhibit "C" of Staff Report No. 90:271, certifying that <br />the Environmental Impact Report has been completed in compliance <br />with CEQA and that Council has considered the information in the <br />Final Environmental Impact Report. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Butler commented that from the practical point of view, <br />two important things that supported the extension of the sphere-of- <br />influence line to the modified West Palomares line were that it <br />would include almost all the property owners requesting annexation <br />and that as distinguished from the original Palomares line, the <br />modified line would exclude the property owners who are more <br />closely related to and affiliated with Castro Valley than <br />Pleasanton. <br /> <br /> 7-10-90 <br /> - 15 - <br /> <br /> <br />
