330 <br /> <br /> Ms. Dolores Owen, Castro Valley, stated that she and her <br /> husband own a large property on the Ridge. She mentioned she has <br /> worked with the property owners on the Ridge for many years to have <br /> their property annexed to Pleasanton where there would be a chance <br /> for fair treatment. She said that the SPRC Initiative takes away <br /> the owners' property rights without any planning or consultation <br /> with the people concerned and that if the Initiative passes, they <br /> would no longer want to be annexed to Pleasanton. <br /> <br /> Mr. Manny Joel, property owner on the Ridge, stated that he <br /> tried to annex to Pleasanton in 1984. He said that he was ready to <br /> form a partnership with the citizens of Pleasanton to plan the area <br /> for everyone's benefit and that the Initiative proposed by the <br /> Council will do for them what the SPRC Initiative will not. <br /> <br /> Ms. Judith Bettencourt, 2918 Kilkare Road in Sunol, stated <br /> that she would be affected by what Pleasanton chooses to do with <br /> the Ridgelands. She inquired if the citizens' committee would <br /> include the participation of those who are neither residents of <br /> Pleasanton nor part of the planned area but who would be affected <br /> by the decisions made. <br /> <br /> Mr. Mercer replied that the composition of the citizens' <br /> committee would be discussed under Item 9a. <br /> <br /> Mr. Joe Rose, 421 Amador Court, stated that the SPRC <br /> Initiative is too broad and confusing and needed to be defined more <br /> specifically. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Council took a break at 10:55 p.m. and reconvened at <br /> 11:00 p.m. <br /> <br /> Mr. Mercer stated that he would not oppose putting the SPRC <br /> Initiative on the ballot, but that he would also like to see a <br /> citizens' committee process on the ballot. He indicated that he <br /> would not vote for annexation at this time because it was premature <br /> but that he supported the EIR. He requested Council to support <br /> putting the concept of a citizens' committee on the ballot and <br /> directing the City Attorney to prepare the measure. <br /> <br /> Mr. Brandes indicated that he supported approving the EIR and <br /> the CEQA findings as well as putting a ballot measure that would do <br /> a better job at protecting the Ridgelands than the SPRC Initiative. <br /> He added that he favored annexation but that he would support any <br /> Council decision on the matter. <br /> <br /> 7-10-90 <br /> - 14 - <br /> <br /> <br />
