330

Ms. Dolores Owen, Castro Valley, stated that she and her
husband own a large property on the Ridge. She mentioned she has
worked with the property owners on the Ridge for many years to have
their property annexed to Pleasanton where there would be a chance
for fair treatment. She said that the SPRC Initiative takes away
the owners' property rights without any planning or consultation
with the people concerned and that if the Initiative passes, they
would no longer want to be annexed to Pleasanton.

Mr. Manny Joel, property owner on the Ridge, stated that he
tried to annex to Pleasanton in 1984. He said that he was ready to
form a partnership with the citizens of Pleasanton to plan the area
for everyone's benefit and that the Initiative proposed by the
Council will do for them what the SPRC Initiative will not.

Ms. Judith Bettencourt, 2918 Kilkare Road in Sunol, stated
that she would be affected by what Pleasanton chooses to do with
the Ridgelands. She inquired if the citizens' committee would
include the participation of those who are neither residents of
Pleasanton nor part of the planned area but who would be affected
by the decisions made.

Mr. Mercer replied that the composition of the citizens'
committee would be discussed under Item 9a.

Mr. Joe Rose, 421 Amador Court, stated that the SPRC
Initiative is too broad and confusing and needed to be defined more
specifically.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Council took a break at 10:55 p.m. and reconvened at
11:00 p.m.

Mr. Mercer stated that he would not oppose putting the SPRC
Initiative on the ballot, but that he would also like to see a
citizens' committee process on the ballot. He indicated that he
would not vote for annexation at this time because it was premature
but that he supported the EIR. He requested Council to support
putting the concept of a citizens' committee on the ballot and
directing the City Attorney to prepare the measure.

Mr. Brandes indicated that he supported approving the EIR and
the CEQA findings as well as putting a ballot measure that would do
a better job at protecting the Ridgelands than the SPRC Initiative.
He added that he favored annexation but that he would support any
Council decision on the matter.

7-10-90
- 14 -
