She <br />added that the penalty for non payment is the same as that of the <br />business license: 5% of the fee per month with a maximum of 50%, <br />which is collected through small claims court. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Mercer commented that the Council is put in an awkward <br />position when not all the business people agree. He suggested <br />that both sides come together and try to work something out to <br />make a better Downtown Association.
